What is the link between oceans, atmosphere, and weather?

This link is the temperature of the surface layers of the oceans and the ciculation of the lowest layer of the atmosphere. This cause surface mixed layer of the ocean is a huge reservoir of heat when compared to the over high in the atmosphere. So this makes huge storms.

When is the link between oceans, atmosphere, and weather the weakest ?

It is at its weakest when the trade winds come. These winds flow to higher to lower pressure the typical east to west will weaken and then possibly reverse. With this the atmospheric motion pushes the warm surface water eastward.

Why is there links between oceans, atmosphere, and weather?

The link between these are important because when the atmosphere pushes the oceans surface along. But when this happens heat is distorted  and eventually tossed back into the atmosphere. This change of heat influences the pressure field in the atmosphere and when that is done it modifies the wind field. And in return  to the heat exchange a storm or a hurricane feed from that transfer and some storms receive at least some energy from that process.
